Business Unit: Health Care Quality & Affordability (HCQA)
The Health Care Quality and Affordability team is made up of about 1,000 doctors, nurses, pharmacists, strategists, industry experts and innovators with a single vision ? to transform the delivery of health care. Every day, we work together to improve the quality of patient care for our members while lowering healthcare costs to ensure all Californians have access to the care they deserve.
How do we do it? Through partnership, innovation, and thought leadership.
We continue to expand our network of providers to ensure state-wide access to care. We evaluate analytic and digital health tools that simplify care delivery while improving member health status, healthcare quality and affordability as well as member and provider experience. We provide high-touch services to members from experienced clinical teams. You'll also find us collaborating with our federal and state legislative officials to help shape policy to advance our Blue Shield mission.
Position Summary:

We realize that achieving this mission will require a complete transformation of the care delivery system. In order to jump start this transformation, we have created an innovation program within our Health Care Quality & Affordability function called Health Care Model of the Future where we will be piloting bold transformations in select ecosystems in California in service of our mission.
Reporting to the Vice President of Clinical Innovation, the Senior Director, Next Generation Services will be responsible for developing and leading innovation teams focused on the strategy and the development of next generation products and services that will transform Blue Shield of California's care delivery model. S/he will be responsible for leading the process of finding or reviewing new innovative offerings from both start-ups, academic institutions and existing partners against our strategic objectives; ensuring potential offerings align with BSC stated Cost of Healthcare, Administrative, and transformation goals, and our provider innovation blueprint; championing best candidates for incubation; designing, developing and implementing new services; developing playbook to scale services and partnering with internal consulting team to scale service(s). The Senior Director will also organize, and lead innovative interdepartmental activities supporting innovations with our strategic provider partners. Moreover, the Senior Director may be responsible for assembling project teams, assigning and monitoring work of team members and providing guidance and leadership for other multidisciplinary efforts. This position will require statewide travel to Northern and Southern California locations.
Specific Responsibilities Include:
Provide transformational leadership in collaborations with BSC provider partners on identifying and implementing innovative solutions that can be used to support clinical transformation in line with our shared value-based care goals and can scale across our 60,000 providers.
Develop a team and supporting processes focused on identifying, developing and piloting next generation products and services that will transform our care delivery model.
Lead innovation product strategy in support of provider innovation blueprint, managing product ideation and pipeline, business case, product development, piloting, testing, and scaling.
Lead team of clinical leaders and key representatives from across the company to define and manage BSC end to end care model for BSC members.
Engages with cross-functional business leaders (internally and externally) to objectively analyze the organization's ability to absorb change and adopt post pilot of solution or service.
Provide executive level portfolio performance reporting for all annual, quarterly and monthly planning activities, as well as reporting on key initiatives within the enterprise portfolio.
Collaborates with enterprise architecture, Chief Innovation Officer, CFO organization, corporate strategy, Markets, Customer Experience, HCQA, IT, business unit leaders, and IT leaders to define innovation road map.
Serves as BSC innovation leader for development of new internal products and services that impact the BSC Care delivery ecosystem, including support of Manifest Medex (MM).
Prioritizes initiatives across the enterprise based on changing functional needs, resource capacity constraints, risk exposure, and interdependencies.
Minimum Education & Experience Requirements:
Typically, requires a college degree, preferably in Business, Finance, Economics, Health, or Information Technology or equivalent experience and minimum 12 years prior relevant experience in Management Consulting, Business Transformation, Technology Strategy, Product Management, or Entrepreneurship, including 6 years of management experience.
Graduate degree (e.g. MBA, MS, MA) is highly desirable.
Practical experience with Lean Six Sigma and project delivery methodologies such as Agile and PMP desired.
Candidate Profile
Experience in developing and delivering transformative solutions.
Experienced with product development/ ownership and guiding the product lifecycle from requirements to prototyping and impact measurement.
Experience managing teams in a payer, health care unit or clinic highly preferred.
Ability to define and articulate a vision and decompose into actionable strategies.
Excellent verbal, written, presentation, and group facilitation skills required, with the ability to convey complex or technical information in a manner that others can understand at all levels of an organization (e.g., C suite, physician, medical assistant).
Proven ability to develop and lead high performing teams, especially ones comprised of members that directly report to other managers.
Experience in executive level strategy recommendations, conflict resolution and negotiations.
Broad understanding of Blue Shield of CA functions (esp. company products, program management and project management processes).
Trustworthy and candid.
Ability to prioritize and manage work and trade-offs against critical project timelines in a fast-paced environment.
Strategic thinker with end to end view who has an eye for detail, is organized, and can manage multiple programs simultaneously.
Ability to build strong and sustainable trusting relationships and the capability to interact within all levels of the organization, internally and externally.
Ability to work cooperatively and strategically in a team environment with all levels of professional, technical and administrative staff and to integrate resources on a timely and organized basis.
Acumen to handle complex situations and multiple responsibilities simultaneously with the urgency of immediate demands on the operations.
Ability to deal with highly confidential information and act as a liaison between the business leader and other constituencies, both internal and external.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
